Prior to joining Blue Cross Blue Shield of Rhode Island as EVP and CIO, Bill was EVP and CIO at Citizens Financial where he managed Citizens Services Group, the enterprise technology and operations arm of Citizens Bank, which includes some 3,500 employees. He joined Citizens Bank in 1993 and became CIO in 2000. Prior to his banking assignments, Bill served as an Army officer and worked in commercial real estate investment. He is a graduate of the United States Military Academy at West Point, and received a master's degree in engineering from Stanford University.
